Customs duties in Iraq

As part of the Iraqi government's efforts to regulate customs duties in Iraq and promote transparency and economic justice, the Ministerial Council for the Economy issued an important recommendation on March 10, 2025, to change the method of calculating customs duties on imported maritime shipments.Officially effective as of early June 2025, this represents a fundamental shift in the Iraqi customs system, requiring serious preparation by all stakeholders in the shipping and import sectors. This step aims to achieve greater fairness among importers by linking customs duties to the actual value and nature of the goods, rather than simply setting a uniform price for containers regardless of their contents.Until now, importers and customs brokers have been accustomed to a simplified system that imposes fixed customs duties on containers, regardless of the nature of their contents. The tariff was three million Iraqi dinars for a 40-foot container and two million Iraqi dinars for a 20-foot container. This system, while simple, did not accurately reflect the true value of imported goods, prompting authorities to reconsider it.With the implementation of the new decision, customs duties will be calculated based on the type of goods, their value shown on commercial invoices, and the container size. This change from a lump sum to a detailed system means that each shipment will be subject to a more detailed assessment, taking into account the characteristics of each imported item. Naturally, this is expected to result in significant variations in customs costs across different types of goods.

Impact of the decision on the market and importers

The transition to the new system will result in higher customs clearance costs for a large number of items, particularly those that previously benefited from the simplicity of Iraq's flat-rate customs duties. Customs clearance may also experience some temporary delays during the first weeks of implementation as customs personnel, clearance companies, and importers adjust to the new procedures and their more stringent documentation and invoicing requirements.Given these changes, there is an urgent need for importers and trading companies to review their operating methods, with greater emphasis on the accuracy of commercial invoices and detailed descriptions of goods. Financial planning for shipments will also require careful review, given the potential for unexpected differences in final costs resulting from the implementation of the customs duty system in Iraq.
